I am interested in finding collaborators to help me find a way to make this practical and economical:
Rather than use commercial bread, make bread on-site from flour ground from whole grain;
Target is institutions such as schools, prisons, nursing homes;

Bread should not be manufactured to sit on a shelf for weeks, it should be consumed almost as soon as it is made.
In Ancient Rome, the city government gave out a ration of free bread to all citizens on a daily basis. If they could do it, we should be able to scale it to our needs also.

How can you actually educate and motivate a person in authority? They are in authority, not because they are intelligent or conscientious, but because they have one skill: emotionally manipulating people. They are by nature cowardly, venal and conformist. How can you deal with these types to make this project happen?
A camel is a horse designed by a committee. Nothing good ever gets done due to a grotesque excess of democracy in the deciding process.
Most institutional buildings such as schools have huge expanses of wasted roof space that could be equipped with solar cells. Could solar be enough to power large scale kitchen baking ovens? If not, what type of ovens would work for this concept?
Get doctors on board to endorse whole fresh bread as something we need in our diet. Unfortunately, most doctors are venal and conformist, so how to do this?
Grain mills are insanely expensive. Find a way to mass produce them but retain quality of components and ease of maintenance.
How to make a large capacity bread oven economical for a typical high school, prison or nursing home? The point is to make and consume the bread on site, not to transport it.
